Information relating to the Freedom of Information Act (Cap. 496), Article 17(1)
The Freedom of Information Act (Cap. 496) gives the general public the right to request documents or information from Public Authorities. The Act also lists exemptions from this right as well as placing a number of obligations on Public Authorities. In fulfilling its statutory obligations, the Malta Environment and Planning Authority (MEPA) is providing the following information which can be used as guidance to better inform the general public about its work and functions.

General description of the categories of documents held
Numerous documents are held by the authority pertaining to the three main Directorates within the Organisation structure namely Planning, Environment and Corporate Services. These can be both digital and analogue in nature and vary in content depending on the particular function within each Directorate.
The documents considered as “publicly available” as per relative Environmental and Planning legislations are mostly readily available for access in their respective sections through the organisation’s website. Feel free to explore our website (click here) and access the required document/s that might help satisfy your query.
As far as development applications are concerned, data is also accessible via the online map-server, also through the above website address. This allows the user to enquire on a particular application and access any related site information.
Kindly note that some of the information listed above is exempt from disclosure under the Freedom of Information Act (Cap. 496), Environment and Planning Act (Cap. 504) and Data Protection Act (Cap. 440)
Making a data request
Preferably a request should be submitted via the online portal using E-ID http://www.foi.gov.mt.
Otherwise, kindly download the FOI data request form from the following links (English Version | Maltese Version), fill in the necessary details and submit using one of the following methods:
1) Submit the compiled FOI data request form accompanied by a scanned copy of the ID card via a email to FOI@mepa.org.mt;
2) Fill up the necessary FOI data request form (also available as hard copy at our reception) and send by post (with a copy of the ID) to the address listed below in the general information section;
3) Submit the filled up FOI data request form by hand to front desk at our offices in Floriana, Malta or Victoria, Gozo (refer to office working hours below).
Complaints ProcedurePayment can be made by cheque made payable to MEPA and sent to PO Box 200, Marsa, GPO 01. Kindly write your FOI ref number on the back of the cheque and return the duplicate of the FOI request form with the payment. Please do not send cash through the post.
Complaints can be submitted via the E-ID on the FOI Portal (http://www.foi.gov.mt), forwarded electronically to the FOI generic email address (FOI@mepa.org.mt), or sent by post to the above address where they will be responded to accordingly within 10 days by the MEPA FOI team. Kindly use the following standard complaint forms (English Version | Maltese Version) quoting your request reference number when filling up the form.
