Registration of Waste Carriers

 

The Malta Environment & Planning Authority (MEPA) is responsible for the registration of commercial vehicles that carry waste, to implement the provisions of Waste Management (Activity Registration) Regulations as published by Legal Notice 106 of 2007 . The aim of this registration is to ensure that all vehicles/vessels that are carrying wastes are up to standard and that no wastes escape to the environment.

Registration of such carriers started in June 2008, with the objective of permitting all waste carriers. To date more than 2000 permits where issued, some of which are already in their first renewal stage.

The Following are the categories of waste carriers being permitted:

 Class A1        Construction and Demolition waste -View Sample
 Class A2Road Services and furniture - (Bulky Refuse, Road Cleaning and Beach Cleaning) - View Sample
 Class A3Restaurants (Canteen wastes) and Municipal Waste - RCV's. - View Sample
 Class A4Separated waste (including Non-Hazardous Packaging Waste) - View Sample
 Class A5Other Class A waste - View Sample
 Class BVessels used for the transport of waste at sea. This includes vessels exclusively used for carriage of waste such as dredging barges. It does not include vessels which carry general goods, waste in containers or vehicles
 Class C1Sharps/Hospital/Pharmaceutical Waste - View Sample
 Class C2Other Class C waste except C1 and Animal By-Product Waste - View Sample
 Class D1

Liquid Waste -View Sample

 Class D2 WEEE (Waste Electrical and Electronic Equipment)including White Goods - View Sample
 Class D3 Other hazardous Waste - View Sample

Registered waste carriers are being issued with a tag that should be affixed on the wind screen of the Vehicle or Vessel. Only registered waste carriers are allowed to enter authorised waste facilities. View samples above

Waste carriers not in possession of this tag caught carrying waste may be subject to legal action, which may even include the confiscation of the Vehicle/vessel.

upon a new application with MEPA, the applicant is to provide 3 photos of the carrier (side, front and rear), copy of the logbook of the vehicle and as well a a copy of the vehicle registration and a copy of the valid insurance policy. Registration is renewable annually. Permit holders are issued with a renewal only upon application and provided that a copy of the valid vehicle registration and a copy of the valid insurance policy is submitted to MEPA.
