IPPC, Seveso, Cross-Compliance with Focus on Nitrates and Sewage Sludge

The project “Support for the implementation of the Directive 96/61/EC (IPPC) and Directive 96/82/EC (Seveso II) as well as cross-compliance requirements established by the Council Regulation (EC) No. 1782/2003 and Commission Regulation (EC) No. 796/2004 with the focus on the Directive 91/676/EEC (Nitrates) and Directive 86/278/EEC (Sewage Sludge in Agriculture)” was funded by the EU Transition Facility programme for Malta (2004). This programme aimed to strengthen the Maltese administration to enable it to fully comply with the requirements of the EU Acquis.

The overall objective of this project was to improve the operational capacity of MEPA for the implementation of EU Directives on:

1.      Integrated pollution prevention control (IPPC);

2.      The control of major-accident hazards involving dangerous substances (Seveso);

3.      The protection of waters against pollution caused by nitrates from agricultural sources (Nitrates);

4.      The protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture (Sewage Sludge).

Through this project, MEPA has strengthened its enforcement capacity.  MEPA staff was trained in the implementation of IPPC, Seveso, and cross-compliance environmental obligations. This project has also resulted in the drawing up of inspection procedures and checklists for compliance with IPPC, Seveso and cross-compliance obligations.

The project was approved for funding in August 2006 and was implemented through a Twinning Light contract. After circulating the project fiche to all EU Member States, one bid was received from Austria which was evaluated according to pre-established criteria. The total budget for this Twinning Light was €222,550.

The project officially started in December 2006 and was completed in August 2007.

Within MEPA, the project was coordinated by the Waste, Air, Radiation, Noise and Chemicals Unit with assistance from the International Projects Team of the EU and Multilateral Affairs Unit.
