Hazardous Waste Management

The project "Hazardous waste inventory and technical assistance in regulatory aspects of hazardous waste management" was funded by the EU Transition Facility programme for Malta (2004). This programme aims to strengthen the Maltese administration to enable it to fully comply with the requirements of the EU Acquis.

This project was jointly implemented by MEPA and WasteServ Malta Ltd. (WSM) and had a total budget of €250,000.

The overall objective of this project was to enhance the ability of the Malta Environment and Planning Authority and WasteServ Malta to manage hazardous wastes and provide Malta with the capacity to comply with monitoring and inventorisation obligations pursuant to the relevant EU Directives and Regulations.

The Twinning Light project proposal was circulated to all EU Member States after which, Austria and Germany submitted their bids. After careful examination of the two bids, the contract was awarded to Austria.

The project started in November 2006 and was concluded in July 2007.  The following results were accomplished through the project:

1.      An assessment of the current situation in respect of hazardous waste in Malta, including a thorough review of existing legal instruments and recommendations of previous projects;

2.      Hazardous waste producers, operators and other stakeholders (including households and retailers) were informed on relevant obligations in the field of hazardous waste management and on the registration of hazardous waste generation activities;

3.      A national digital inventory of hazardous waste generated in Malta was developed for reporting under the relevant legal instruments;

4.      A package of legislative, policy and administrative measures was introduced to ensure environmentally sustainable management of hazardous waste in Malta;

5.      The relevant government officials were trained in the inventorisation of hazardous waste.
