NEW LIFE FOR LANDMARK BASTION BUILDING

The Mepa Board earlier today approved the last project related to what was known as the ‘Cottonera Waterfront Revival Area’. The project will include works for the adaptive re-use of the Il-Macina bastion building to accommodate a mixture of exhibition space, conference facilities and catering establishments.

I refer to a letter that was published in the Times of Malta on the 24th February 2011, under the header ‘Untouchable Contractors’ whereby Mr Louis Abela questions who is running the show when it comes to the enforcement of construction site management regulations - MEPA, the local councils or the building contractors?

While the Authority sympathises with Mr Abela’s frustration at the inconvenience and nuisance of having ongoing building works adjacent to his property, it is appropriate for the Authority to remind the public, that the responsibility for the enforcement of the construction site management regulations, including times and days when works can be carried out is with the Ministry for Resources and Rural Affairs (MRRA) and not with MEPA. Queries and reports relevant to the enforcement of these regulations can be made to the Ministry on 22997608 (during working hours) and 79074334 (after working hours).

MEPA is the competent Authority to ensure that planning application decisions are respected and enforced. To further strengthen the Authority’s position against illegal development, MEPA has started to prohibit the submission of planning applications that seek to regularize illegal development in ODZ and protected areas carried out after May 2008, or on all scheduled properties. MEPA will soon be introducing daily fines and significantly increase its penalties.
