MEPA ISSUES EMERGENCY CONSERVATION ORDER
An Emergency Conservation Order was issued on three dwellings, their gardens and a water mill (sienja) located in Triq il-Kbira and Sqaq Numru 1 in Balzan after parts of the property collapsed due to bad weather conditions.
Following extensive research by MEPA officials, it was established that the properties were in danger of suffering extensive damage if no action were taken to safeguard and restore them. By virtue of the Emergency Conservation Order the properties, their gardens and ancillary features have been temporarily scheduled as Grade 2 properties for their significant historical, architectural, and contextual values. ,
The properties consist of different types of dwellings such as vernacular (no. 57) a traditional townhouse (no. 58) and a modified and more opulent dwelling at numbers 59 and 60. The water mill is a traditional, usually rural, feature building. The properties also have extensive gardens containing a pigeon loft (barumbara), numerous reservoirs, a pergola and other features.
The Emergency Conservation Order requires the owner to repair the damaged parts and identify the other areas that need repairs most urgently. In view of the size of the properties, the works are being split into phases. The owner is co-operating fully with the Authority to ensure that the properties are repaired and restored.
Once the urgent repairs are complete, the owner is to submit an application for the restoration and some alterations to the properties in order to render them habitable and upgrade them to modern standards.
