21 March 2011: The Industrial Emissions Directive
An information session on the new Industrial Emissions Directive was organised on 21 March 2011, in which various stakeholders (including representatives of industry, NGOs and Local Councils) participated. The meeting was organised by MEUSAC (Malta-EU Steering and Action Committee) and MEPA. In this meeting, the new obligations arising from the new Industrial Emissions Directive were described, and participants also had the opportunity to ask questions.

17 June 2009: Hazardous waste incineration
A meeting was held at the Malta Chamber of Commerce, Enterprise and Industry on 17 June 2009, to discuss the possibilities for incineration of hazardous waste at the permitted WasteServ incinerator. Present at this meeting were stakeholders from the pharmaceutical industry and WasteServ officials.

5 May 2009: The proposed Industrial Emissions Directive
A briefing session for stakeholders, organised by MEUSAC (Malta-EU Steering and Action Committee) and MEPA was held on 5 May 2009. In this meeting, the obligations arising from the current IPPC Directive were described. The current discussions taking place on the proposed recast of this Directive and developments to be expected in the near future with the new Industrial Emissions Directive were also presented to the stakeholders present, who had the opportunity to ask questions and give feedback on this proposal.

2007: Twinning Light Project
A Twinning Project was carried out between the Umwelbundesamt GmbH (the Austrian Federal Environment Agency) and the Malta Environment and Planning Authority (MEPA). The aim of this project was to support the implementation of the IPPC Directive, with particular emphasis on the chemical, energy and farms sectors. This Twinning Project started in December 2006 and was concluded in August 2007.
A number of EU experts were enlisted in order to train MEPA staff, in particular environment protection officers and inspectors who deal with IPPC. Amongst other things, these experts:
- Provided advice to MEPA on individual types of IPPC permits;
- Trained MEPA staff on various aspects of IPPC inspections, monitoring and sampling;
- Developed inspection checklists.
MEPA staff also had the opportunity to visit a number of European IPPC sites in the chemical, energy and farm sectors.This project was funded by the European Union.
2-3 November 2006: IPPC Training Workshop
This workshop, held on the 2nd and 3rd November 2006, was organised in conjunction with the Joint Research Centre (JRC) of the European Commission. Presentations were made by experts on IPPC, namely Mr. Don Litten (European Commission, DG JRC), Mr. Adrian Milner (UK Environment Agency) and Mr. Michael Theben (German Environment Authority). Participants included members of the IPPC committee, MEPA inspectors, as well as operators of IPPC installations.
The workshop centred around presentations on IPPC, with topics including detailed explanations of various aspects of the IPPC Directive, use of BAT Reference documents, monitoring and inspections. These were followed by interactive discussions with the various delegates present, particularly with representatives from the industrial sector.

September 2006: TAIEX Mission: Better Implementation of the IPPC Directive
This week-long TAIEX (Technical Assistance Information Exchange Unit) Mission was held in September 2006, and was wholly funded by the European Commission. The aim of this mission was to provide Malta, as a new Member State, with short-term technical advice and assistance on the implementation of Council Directive 96/61/EC of 24 September 1996 concerning IPPC.
The mission included training of MEPA staff in relation to the enforcement of IPPC permits on waste (falling under Section 5 in Annex I of the IPPC Directive), as well as site inspections of a number of waste-related IPPC installations, which were Ta' Zwejra non-hazardous landfill, abattoir incinerator, Waste Oils, and Sant' Antnin Composting Plant.
The TAIEX expert for this mission was Ms. Pandora Rene, an expert from the UK Environment Agency.
