General Binding Rules & Guidance Notes

Two New GBR's for Public Consultation

GBR’s and Guidance Notes are intended to regulate small scale enterprises through a standard set of environmental conditions, related to waste management, emissions to atmosphere, effluent discharges and storage of materials and chemicals. A separate set of GBR conditions has been drafted for each sector (or groups of sectors) that have been identified as being of environmental concern.

Unless explicitly specified, enterprises of minimal environmental significance (e.g. insurance companies) are exempt from control through a GBR or Permit. These provisions shall not be applicable to larger scale activities, which would be required to comply with a specific environmental permit issued by MEPA (to be the subject of a public consultation exercise that is to follow). 

The Malta Environment and Planning Authority has recently issued two other GBR's for public consultation. These include:

- Underwater Cleaning of Maritime Vessels
- Mobile Plant for Site Remediation

The environmental conditions set out in these GBR's are aimed at improving the environmental performance of small scale enterprises involved in the underwater cleaning of maritime vessels and in the use of mobile plants for the treatment of contaminated land and soils.

Guidance notes for the above-mentioned GBR's have also been issued. The scope for such documents is to give a better explanation of the conditions and provisions set out in these GBR's. Please click on the relevant links below in order to view the respective Guidance documents:

The additional GBR's below have already been issued for public consultation. You may wish to click on the links below to access any of the proposed GBR conditions for the different sectors.

- Construction;
- Engineering and metal products (including manufacture of electrical machinery, vehicles and other transport equipment);
- Food Processing;
- Electronics and specialized equipment (including manufacture of office machinery and computers, radios and televisions, watches and clocks amongst others);
- Furniture and wood products;
- Rubber, plastics, glass and ceramics;
- Printing services;
- Motor vehicle and boat repair services;
- Clothing manufacturing;
- Chemicals, fuels and gases;
- Waste carriers as per LN 106 of 2007;
- Waste brokers as per LN 106 of 2007;
- Farms, stables and animal holding units as per LN 106 of 2007;
- Medical, dental and veterinary clinics as per LN 106 of 2007;
- Miscellaneous groups (specific sectors such as those involved in tanning and dressing of leather, storage and warehousing services, amongst others).

Guidance Notes are also available for the following sectors:

- Motor vehicle and boat repair services;
- Chemicals, fuels and gases;
- Waste carriers as per LN 106 of 2007;
- Waste brokers as per LN 106 of 2007;
- Farms, stables and animal holding units as per LN 106 of 2007;
- General Guidance Note applicable to all other sectors.
