EU EMISSIONS TRADING SCHEME – REGISTRY SYSTEM


What is the registry system?

Directive 2003/87/EC requires each Member State to establish a registry system for the electronic recording of issuance of allowances and of all transactions performed by operators participating in the EU ETS of allowances and of units derived from Kyoto Protocol project-based mechanisms.  The manner in which registries function is regulated by the Registries Regulation, an implementing provision arising from Directive 2003/87/EC.  The registry system records the following elements:

°          Allowances and units that are issued to and held in installation/aircraft operator accounts;
°          Annual verified reported emissions for installations/aircraft operators;
°          Transfers of allowances and units into or out of accounts:
surrendering;
°          Surrendering, c
ancellation and replacement of allowances;
°          Annual compliance status of installations/aircraft operators.

The registry system allows the Registry Administrator and operators to create, update and close allowance-holding accounts.  Each stationary installation or aircraft operator administered by a Member State will have an account in that Member State’s registry system.  Allowance-holding accounts may be created for operators of entities participating in the EU ETS and for any other person that requests an account to be opened in his name subject to relevant conditions.

Allowances allocated to each installation or aircraft operator will be issued into the account of the operator.  An operator will show compliance by annually surrendering allowances from their accounts equivalent to the quantity of reported emissions, allowances being then cancelled by the Registry Administrator.  Transfers of allowances between operators and between operators and persons holding allowances in person-holding account (whether within one registry or between different registries) also take place via the accounts in the registry system.
