The Dwejra Coastal Nature Reserve Project was granted financial support under EU Life Third Countries. The main objective of the project is the creation of the first coastal nature reserve in Malta. The area earmarked for this project is considered to be unique due to its milieu of ecological, geomorphological, palaeontological and archaeological features. The project requires a complex process of preparation, consultation, planning and implementation; hence it is divided into four phases.

These are as follows:
1. The evaluation stage;
2. The Management Plan stage;
3. The Implementation stage;
4. The Monitoring, Reporting and Dissemination stage.

The evaluation stage has been concluded. As part of the evaluation stage, two surveys have been compiled. These consist of the evaluation of the ecology of the area and the marine environment. The two reports are:

1. Report on a Survey of the Terrestrial Ecological Resources of the Qawra/Dwejra Area, Western Gozo, Commissioned by Nature Trust (Malta) and compiled by Ecoserv.

2. Report on a Survey of the Marine Infralittoral Benthic Habitats in the Dwejra/Qawra Area (Gozo, Maltese Islands), made In August - September 2004 and compiled by Ecoserv.

The main challenge for management is the reconciliation of human influence and use within the site with the conservation and preservation of resources and features of scientific, cultural and aesthetic interest. To achieve this aim MEPA together with Nature Trust Malta prepared the Qawra/Dwejra Heritage Park Action Plan which was approved on 29th November 2005 and endorsed by the Minister for Rural Affairs and the Environment on 30th November 2005 for the creation of a Heritage Park involving the participation of all stakeholders. The aims of the Park are not merely conservation-related but also include the fulfillment of educational goals and the provision of opportunities for activities such as agriculture and eco-tourism. For these aims to be attained, the Action Plan proposes twenty-five management measures to be followed in order to attain the established goals.
